Simon Walker convinces him to order Harry Markham to guard boundary lines by himself, to keep the public out of harms way. When Philby finds out what happens to Markham, he tells Foyle he's to blame but not why. Philby starts to question Sir Reginald who quickly sends him to a post in America.
