Works manager at Cunliffe Engineering, he is efficient, officious and known to the factory girls as Adolph, a cagey man who relishes his power. He uses Grace's death to make a few bob on the side by taking a collection in support of her elderly mother. Her mother had died several years earlier. Phyllis Law discovers this and attempts to blackmail Baker. DCS Foyle uncovers Baker's fraud, denounces him in front of Godfrey Watson and then leaves them to deal with the matter 'in house'.
