A professor of physics, Townsend taught at Cambridge and is leading a covert project to develop a machine capable of spinning a bomb powerful enough to blow up dams in the Ruhr valley and devastating the German war effort. The research centre he fronts is an off shoot of the National Physical Laboratory in Teddington and reports directly to the Admiralty. The Professor is a neighbour of DCS Foyle and he puts himself in the invidious position of trading on their relationship and has no qualms about perverting the course of justice for the sake of his work.
